Provide a secure manual route so users do not create shadow AI use. Explain which part may still be assisted, such as public research or formatting.

Mature capability includes knowing where intelligence should remain entirely human.

Teams declare a task unsuitable for AI but offer no practical alternative. Users then paste it into personal tools to meet the deadline.

The operating move

Build the no-AI route as a first-class workflow with secure research, human review and realistic turnaround. Allow narrow assistance where exposure is controlled.

Name the human owner.

Provide approved source access.

Set a credible service time.

Monitor shadow-tool demand.

The test

Remove AI from the workflow for one cycle. If work collapses or moves underground, the institution has a prohibition rather than an architecture.
